If you plan to sell any combination of cigarettes, tobacco, vapor, alternative nicotine, and e-liquid products, you will need the RC Retail Permit. If 90% or more of the products you sell are vapor and e-liquid products, you will need the RV “Vapor Exclusive” Retail Permit. Must obtain a separate license for vending machines.
